Decrease the comperesive strength in rainforcing bar seismic

In my design the concrete comperesive strength is 40 Mpa, for starter bars doweling when use HY200 for designing rainforcing bar in Profis Rebar, the f'c decrease to 17.25 Mpa and can't change it. What is the reason of this? While in using RE500V3 I can change it. Could you please explain the reason of this difference?where can I find the reffer in ACI318 for decreasing the compressive strength in seismic design for rainforcing bars?

Hello Amir, the Acceptance Criteria for Post-Installed Adhesive Anchors in Concrete Elements (AC 308) allows optional testing for special conditions which includes seismic qualifications. If the optional test is not performed, then the ICC-ES Evaluation Report must note that the value of f'c to be used in the determination of development and splice lengths in accordance with ACI 318 shall not exceed 2500 psi (17.2 MPa). You will note in ICC ESR-3187 for Hilti HIT-HY 200 under section 4.2.4 that provision is laid out for Seismic Design Categories C, D, E, and F. If your application is a static load then you are able to change the compressive strength of concrete when designing with HIT-HY 200 in PROFIS Rebar.

For Hilti HIT-RE 500 V3, ICC ESR-3814 under section 4.2.4 allows for adjustment of the concrete compressive strength (f'c) when designing in PROFIS Rebar because the optional testing laid out in AC 308 was performed.

Hi Amir, the AC 308 Post-installed Adhesive Anchors in Concrete Elements approval is available for purchase through the ICC-ES website. The document lays out the entire testing criteria including the optional testing. That would be your best resource to understand what is required to meet AC 308.
