Cutting tabs off on the Retaining Collar

Can the access tabs on the retaining collar be cut off if we secure the minimum amount of tabs. If can, Please provide letter stating can. If cannot, please state others options.
For instance: CAJ 5320, the minimum number of tabs required for securement for pipes 1" and smaller is 2, however once retaining collar is installed, there may be at least 5. If we secure only 2 each tabs due to space restrictions. can the access tabs be cut off?
