Connection of a steel plate to a concrete column

I'm trying to provide a connection of a wide flange beam to an existing concrete column using an end plate. The service dead load is 9k and the service live load is 11k. The column is 14" square. According to Profis a 4, 6 and 8 anchor connection is not adequate. I've tried most of the adhesive, expansion and screw anchors to no avail. What am I missing? I would have thought that a Hilti product would be ideal for this application.
