Concrete Blockout Check

Can we ignore concrete blackout check (aka, anchorage calculations) if we are to provide a full development length Ld for the post installed dowel rebar instead of the shallower embedment depth. Please let us know all the conditions to check to ignore anchorage design approach and use development length approach. Thank you.
