I found inserts from ESR-4145, Hilti KCC-WF, etc. however, ESR says it is for dry interior locations. Is it really not adequate to be used for the precast installed outside? If so, any alternative option for exterior use?

Unfortunately, all of Hilti's cast-in anchors are limited to use in dry interior locations. The decision to use the anchors in an exterior environment would ultimately be at the discretion of the Engineer of Record on the project.
If you would like an anchor for an exterior environment, Hilti has many post-installed anchoring options that may be suitable for your application. For more information, please reference the Anchor Fastening Technical Guide on Hilti's website, where the Anchor Selection Guide begins on page 4.
