Can mechanical anchors (e.g., Kwik Bolts) be installed in water saturated concrete? I will be anchoring a plate in a concrete tank that has been just drained. I will not have much time before the tank will need to be refilled.

Hilti does not have any formal testing for mechanical anchors installed into water-saturated concrete. Hilti does have testing and approvals for adhesive anchors installed into water-saturated concrete which can be found beginning in Section 3.2.2 of Hilti's Anchor Fastening Product Technical Guide. Ultimately, all design decisions are up to the discretion of the Engineer of Record on the project.
