Can existing Hilti HIT-HY 70 Anchors Be Qualified with 6” Spacing and Reduced Edge Distances?

We are currently evaluating an existing installation where Hilti HIT-HY 70 anchors with HAS Rods have been post-installed into an unreinforced multi-wythe solid brick wall. Based on our review, the edge distances and anchor spacing are below the minimum values recommended in your technical documentation. Specifically, the configuration involves an 8"x8" base plate with four anchors installed at 6” spacing.
Before concluding that the connections are inadequate, we would like to inquire whether there are any approved reduction factors, engineering considerations, or design provisions that may allow these anchors to be qualified despite the reduced edge distances and anchor spacing.

We refer to AC58-0124-R1, Section 3.6.2.3.2, which states:“For anchor spacings less than the minimum spacing, sₘᵢₙ,ᵦᵣ, to consider contributions of multiple anchors, the strength of the group shall equal the strength of a single anchor.”

Could you please confirm whether Hilti has any additional guidance, testing data, or conditional approvals applicable to this scenario? We would greatly appreciate any documentation or recommendations your engineering team can provide to support a qualified assessment.
