Calculation of Ca1

I am a bit confused on the calculation of Ca1 for concrete breakout for this particular anchor layout that I am looking at. One would think that Ca1 would be 12''. Ha is 14'' and Ca2 is 40''. So provision 17.7.2.1.2 does not apply. But it seems like that are calculating Ca1 as ha/1.5. Hence, the reason why I am getting 9.333 as Ca1. Can you explain why this is the case?

I have attached the generated report for reference. See page 8.
