calculating characteristic flexural resistance of anchor

Hello,
I tried to calculatethat is included in the hilti profis report, but my calculation comes out about 4,000 in.lb higher. The only variable I can't verify from the report is the diameter used for the section modulus, S. Does profis user a slightly smaller diameter for the anchor bolt for the calculation? Or is there some kind of reduction factor being applied to ?
