Brittle anchor designation

Technical data provided by HILTI indicates that their proprietary HAS-R stainless steel (ASTM F593) threaded rods in 3/8” to 1” diameters are considered brittle steel elements, Technical data provided by HILTI indicates the Condition of the ASTM F593 stainless steel (Types 304 and 316) HAS-R anchor bolts is found in CW1 (fy = 60 ksi) and CW2 (fy = 40 ksi). Based on ASTM F593 the elongation of CW1 SS is 20% in 4D which is greater than the 14% listed in ACI to be classified as a ductile element. Additionally there is a favorable gap between the yield and ultimate stress of the steel to preclude a sudden fracture after yield. Why is HILTI designating these SS materials as brittle?
