Bolt Edge distance in Base plate anchor

According to AISC 360-16, for 5/8 bolt 7/8 in edge distance is enough. But when I try design 5/8 in diameter hilti products with even 1" edge distance the message pops up telling edge distance is not enough and should be 1.03 in (1.65xd).
my question is why hilti considers more edge distance than AISC.
