What is the best type of anchors (adhesive or mechanical) to use to secure mechanical rooftop equipment to a concrete slab on metal deck where dynamic loads like wind will be present.

In most cases, wind loads on anchor designs are treated as static (quasi-static) loads. The data in the ICC-ES report for static loads may be referenced and compared to the controlling wind load in your application.
Hilti has not performed any testing for adhesive anchors into concrete-over-metal-deck; however, please see page 6 of the Anchor Fastening Technical Guide for a list of approved mechanical anchors for concrete-over-metal-deck applications.
If the concrete slab above the top flute of the deck is thick enough to satisfy the minimum concrete thickness requirements for the corresponding adhesive anchor, an engineering judgement may be made to treat the design as an anchorage into a concrete slab and negate the effects of the metal deck.
Ultimately, all design decisions (including final anchor selection) are at the discretion of the Engineer of Record (EOR) on the project.
