AWS Welding Spec for HAC Embeds

Can the HAC-50 CRfoS U embed have it's rebar welded to a steel plate in conditions where the rebar of the embed has to be cut short (like around column steel)? If so, is it the A615 or A706 spec? I'm looking for HIlti to define their rebar welding procedure in the US for this condition.
