Attaching to low strength concrete

Is there an anchor that is suitable for low strength concrete attachment? I am trying to attaching roofing membrane and insulation to an existing steel/conc roof deck and the concrete is not holding anchors well even with proper embedment. Glue also doesn't seem to work.
