I'm utilizing 7/8 Ø all threaded rod with HIT-HY 200 adhesive (16'' of embedment) to take tension at the top of a concrete wall that's 1' - 2" wide. With concrete breakout in tension being the controlling factor in my design, I decided to neglect concrete breakout and utilize the #6 vertical rebars @ 6in O.C. that I know is in the wall. I was looking into the development lengths of the rebar and since concrete breakout cone failure is required to figure that out, I'm wondering where exactly the concrete breakout cone failure starts on the all threaded rod. I know for cast in place anchors the concrete breakout cone starts at the bottom of the anchor but I'm a little hesitant to assume the same for post installed epoxy anchors. Any help is appreciated and please include any documents supporting the info.

This guide also offers additional information on the calculations that PROFIS Engineering is running and provides extra commentary based on code requirements.
