Anchors in Concrete with Epoxy

We had a representative from Hilti come by a few months ago and tell us that if we epoxied an anchor (not rebar) into concrete the same depth as a "developed" rebar would be, then we could ignore concrete breakout in tension because the strength was now governed off bar strength and not concrete strength. Revisiting this here, I just want to verify that if we have, for example, a 1/2" anchor and embed it the development length equivalent to a #4 rebar, then concrete breakout in tension may be ignored?

Hi Spencer,

Information on HIT-RE 500 V3 with deep embedments can be found here. This document specifically discusses installation of threaded rods at deep embedments with HIT-RE 500 V3.
