Anchors for hollow masonry units

Can mechanical anchors be used in the face of hollow masonry units? I need a non-epoxy solution that can take shear load.

Thanks. I'd like to use the HLC-H 5/16 x 1-5/8 to fasten a steel angle to a hollow 8" CMU wall. Note 4 of Table 5 on page 480 of the design guide says the anchor must have a minimum edge distance of 12". Is that in any direction, or just in the direction that the load is applied?
