Anchoring into the Face of Partially Grouted CMU Walls

I am testing out the new design for anchoring into masonry software and ran into a situation that I could not reconcile with the ESR report. For anchoring into a partially grouted wall (grouted at say 24" OC) I have conservatively idealized this as an 8" wide grouted masonry wall (see attached for reference). Loads perpendicular to the edge follow the ESR tables but when I try applying a load parallel to the edge there is a very small reduction factor (0.16) that causes the anchor to fail. Can you provide some insight into how the calculation is being performed in this case? Thanks.
