Anchorage to Concrete Edge Distance Requirement for Side Face Blowout Check

As shown in the file attached, the embed having an edge distance of 3" does not require a concrete side face blowout check. However, when the embed edge distance is reduced to 2.5" then suddenly the check is required. How come there is no required concrete side face blowout check for this case? I am asking because when the edge distance is reduced to 2.5 inches, the embed is failing in tension by 160% due to side face blowout where adding 0.5" calls for it to not be checked at all.
