Anchor rod embedment depth

Modified embedment depth (hef) of the anchor rods when determining concrete breakout failure. Why does it change depending on if the baseplate has a standoff or not? It was my understanding that the modified effective depth was based solely on the distance from the anchor bolts to the edges of the concrete column.
