HILTI Profis uses the anchor breakout equations from section 17.6.2.1 to check the concrete strength for pryout forces on the anchors. This is allowed by ACI per section 17.7.3.1.1 or 17.7.3.1.2. However, since section 17.6.2.1 is checking the anchors in the breakout failure mode, why is there no increase in strength with the use of tension reinforcing? In fact with tension reinforcing present, the concrete should see minimal to no stress, correct? I would assume this would be the same as if the anchors were in tension and transferring the force to the tension bars in the pedestal. Please see attached calculation snapshot.
