Anchor Hole Size on Base Plates

The base plate holes for the anchors are too large(2" bolt needs 3.25" hole). AISC design guide-1 manual table 2.3 says these are minimum values. AISC manual table 14-2 says these are maximum. Can we reduce the hole size, if so what would be limit? what is ACI-318-14 recommended value on these anchor hole sizes? what is the typical hole sizes, the construction industry uses?
