Anchor group w/ shear parallel to concrete edge isn't getting increased by 2x per ACI 318-19, Section 17.7.2.1(c)

Per the title of my question, when I go into the Hilti report, it is not increasing the breakout strength by 2x as allowed by the referenced ACI section. The "Psi_parallel, V" parameter stays set to 1.0 whether my shear load is parallel to the concrete edge or perpendicular. Please advise if there's a reason for this.
