Anchor design to steel yielding point

Hi.
I have a problem where my baseplate anchors could not reach the design capacity due to its high load demand.
I noticed on ACI 318 chapter 17, they use 0.65*As*Fu, and the design sometimes relies heavily on concrete breakout capacity.
Is there any way we can design chemical anchor to be able to reach its steel yielding point?
Can I use - for example - ACI ch. 25 design approach of Ld where they ignore concrete cone failure?

If yes, is there any specific type of rods or chemical we use?
if not, is there any way to solve concrete breakout problem?
