Anchor Bolt Replacement

I’m looking for information on the proper product that needs to be utilized. I am replacing old 7/8” anchor bolts that are no longer good. They are located in a cooling tower sump and will be underwater most of the time other than the installation and cure time required for the proper product. What is the best product for adhering anchor bolts in the environment?
