Anchor Bolt Embedment

I have a triangular base plate (for a 10-ft pylon) with 3 anchor bolts at 2-3/4" embedment on an exiting slab. We just found out that because of rebars and conduits in the slab, we can't have the required 2-3/4" embedment at all 3 locations. One of the anchors will have to have a 1-1/2" embedment. Hilti does not have data on such shallow embedment. How do I analyze since no Hilti data for 1 anchor? Is embedment smaller than the Hilti specified data even recommended? Any recommendations, suggestions or solutions?

Unfortunately, Hilti does not have any guidance regarding an anchor installed at a lower embedment depth than the specified minimum. You could use engineering judgement or on-site testing to account for variability in performance.
 
Hilti does have drop-in anchors that have shallow minimum embedments. Please note, there are other considerations (installation orientation, design method, etc) that must be taken into consideration in order to use these anchors.
