anchor bolt design with shear and overturning moment

I am using Hilti PROFIS to design cast-in-place anchors. I have shear loads and overturning moments. If I only input shear loads in the model, the anchor bolts will pass the design. If I input shear loads and overturning moments together, the anchor bolts will fail by shear. Looks to me the overturning moments affect the shear load distribution on the bolts. I can not understand about that. Can you explain it to me?
