ADHESIVE ANCHOR INTO CRACKED VS. UNCRACKED CONCRETE

I am checking the bond strength of an adhesive anchor, and I noticed that the bond strength increased with cracked concrete and reduced with uncracked concrete. I would expect the opposite to be true. I am wondering why this is the case?

Note:
Cracked Concrete Bond Strength: 87%
Uncracked Concrete Bond Strength: 204%

Was there any resolution to this question? Comparing the reports for both cracked and uncracked conditions suggests the answer might be in either the tau variable used in ACI 318-19 eqn 17.6.5.2.1 or cNa (eqn 176.5.1.2a), but I'm also seeing psi_cp,Na using the same variables with different results.
