ACI / LRFD versus Ulitmate with Safety Factor / ASD

We have repeatedly found that project specifications still include the older 4:1 minimum safety factor versus ultimate for anchors into concrete, without any acknowledgement of the newer ACI guidelines that are utilized by Profis. Does Hilti have a standard letter / response addressing these differences, including clarification on whether or not the results from Profis will always achieve a safety of at least 4:1 or the ultimate test values?

PROFIS Engineering gives results in terms of utilization of the anchor/connection in tension, shear, and combined failure modes related to LRFD design. The user may also print a long report that reviews the calculations used to assess each connection, which can further explain the equations that the software if referencing from ACI 318. Additionally, Hilti has a PROFIS Engineering Design Guide that details all calculations that the software performs according to ACI 318-19 for anchorages to concrete.
