1-hr penetration detail in concrete wall with access on one side

I'm working on an existing 7-story building with drinking fountains that stack on every floor. One drinking fountain was removed from a 1-hr rated concrete wall on the 2nd floor and remain on all other floors. I would like to cut and cap the plumbing in the wall to be flush with a new sheetrock finish and install a cover plate/escutcheon over the exposed pipe so it may be utilized in the future. It looks like I need to firestop this penetration but I'm having some trouble finding the right detail for it. The void around the circumference of the pipe is not uniform. It ranges from 3/8"-3/4" deep. Can you offer any suggestions? I attached some photo's. Thank you!
