AWS Welding Spec for HAC Embeds

Can the HAC-50 CRfoS U embed have it's rebar welded to a steel plate in conditions where the rebar of the embed has to be cut short (like around column steel)? If so, is it the A615 or A706 spec? I'm looking for HIlti to define their rebar welding procedure in the US for this condition.

Profis ".pe" text file editing

When I download a ".pe" file from the online program and look at the text input, loads in the input file are different than what are shown in the online version of the file. For some reason, loads are scaled up. See attached snapshot for comparison. Why are the loads different in the text file?
