When using a Hilti hollow bit with the whole Hilti set up, rotor hammer drill and hepa vacuum do you need to brush and blow out the hole for a post anchor install?

We have a cement open cell block wall, assuming it is 1 hour rated wall. We want to minimized the hole size of the 1/2 copper pipe going through the wall. I have an attached sketch. Can we get a 1 hour rating with this. Project is Records & Archives.
