For overhead fixing anchor in RC slab,the effective depth obtained from Profis around 40mm however the concrete cover thickness ijn this slab is 70mm it means that the penetration of anchor did not path through the reinforced bars . is it structurally acceptable?

I would like to know how many cartridges I will need of the HIT=HY-200R.V3 Epoxy. I will be drilling into concrete a 1-1/8 DIA. with 3-1/2 embedment. There are a total of 840.0 anchors to be drilled, the anchor itself is 1 DIA.

I have a Profis file where I used Hilti HY 270 w/ 1/2in SS threaded rod and Hilti sieve sleeve. Profis results have a 2in embed and 85% utilization. This seems unreasonable and Hilti written information specifies a 4 1/2 embed. I guess my question is this something that needs to be fixed in Profis or am I doing something wrong...
