Epoxy embeding headed studs

A contractor has angle plate with headed studs that was supposed to be cast in place. However, it was not. Can the studs be epoxy embed? What if the heads are cut off? There is no direct tension on the plate but there will need to be some strength from the epoxy to keep the angle plate in place during service as trucks drive over it. Is there some bond strength between smooth steel and the epoxy that could achieve this?

Thank you for reaching out. The definitions of applicable anchor elements within the published testing for HIT-RE 500 V3 are outlined in Section 3.2.5 of ICC ESR-3814, which includes threaded steel rods, steel reinforcing bar (rebar), and the internally threaded Hilti HIS-N / HIS-RN. Use of elements outside of those definitions or the decision to treat an element as one of the published elements based on their definition is ultimately at the discretion of the Engineer of Record on the project. On-site testing may aid in that judgement.
